After the assessment and before anything is signed, as a fixed scope with a fixed price. If the scope changes, that is a conversation, not an invoice that arrives later.
What if it does not work?
The scoping stage defines what working means, in measurable terms, before we start. If we do not think it can be met, we say so then rather than discovering it at the end.
